A small but growing number of drunken driving offenders in Minnesota are using an electronic device designed to keep them from reoffending, a program first piloted in Hennepin and Beltrami counties and has now expanded statewide.
Supporters said the resolution, included in a defense spending bill approved late Tuesday, was a symbolic gesture meant to promote
a renewed commitment to tribal communities.
