Most Minn. body-cam policies leave usage to cops' discretion
Earlier this week Minneapolis changed its policy to require officers to activate their body cameras a soon as they're dispatched to any call for service. But most officers across the state are given a lot of discretion to decide when exactly they turn on their cameras.
