MPR's Cathy Wurzer spoke with Minnesota Public Radio News politics reporter Tom Scheck about a plan that Republican gubernatorial candidate Tom Emmer talks about in debates.
It's to allow the governor the ability to declare a budget emergency in times of deficit, and start a 45 day clock on the legislature to present its budget.
