Police arrest man, give all-clear in Roseville

Police have given the all-clear in Roseville after investigators said they believe they have arrested the man suspected of holding a woman inside an office building and threatening her with a sawed-off shotgun.

SWAT teams on Thursday afternoon searched the office building at the intersection of Fairview Avenue and County Road B after receiving a 911 call about a woman being held hostage by an armed man. They arrested one man but were concerned there might be another suspect, so they searched the building, Roseville Police Capt. Rick Mathwig said.

A lockdown at Brimhall Elementary School, located across the street from the building, was lifted about two hours after police and Ramsey County sheriff's deputies responded to the scene.

Mathwig said police were still questioning the suspect and witnesses, but he said police believe the area is safe.

"We're fairly confident that only one person was involved," Mathwig said.

Police also were looking at a bag near a snowbank that they believe contains the sawed-off shotgun. They were approaching the bag with caution just in case it contained any explosives, Mathwig said.

The woman was able to barricade herself inside an office while she waited for police, Mathwig said. It was unclear if she knew the suspect, he said.

"It took a good hour before we could get her out of the building, and she was very shaken up," Mathwig said. "We haven't figured out quite yet why he came in her building or in her office or why he had a gun."
