With the recent adoption of two girls they've been foster parenting for more than a year, Freddy and Jenny Munoz are still adjusting to life as new parents. However, they are doing so while living apart. Freddy, a member of the Minnesota National Guard "Red Bulls" 34th Infantry Division, is stationed in Kuwait assisting with the drawdown in Iraq as Jenny is home with Eszie, 6, and Emma, 8. With just 3,558 residents, or six people per square mile, Travis County along the South Dakota border is Minnesota's least populated -- and it fits most common definitions of frontier. It can be lonely, so people have come to rely on a far-flung network of agencies and collaborators to serve a population that's also one of the oldest in the state.
