A handful of special elections are being held on Tuesday, April 8, including a number of referendum ballot questions. Our team collected referendum questions — exactly how they are phrased on the ballot.
Referendums are being held in Baldwin, Pequot Lakes, Osakis, Mabel-Canton, Nevis, St Cloud Area and Pine River-Backus school districts.
City of Baldwin
“Shall the City of Baldwin authorize the issuance of Sunday intoxicating liquor licenses?”

Mabel-Canton Public School, ISD 238
“Shall the School Board of Independent School District No. 238 (Mabel-Canton Public School) be authorized to issue its general obligation school building bonds in an amount not to exceed $8,940,000 to provide funds for the acquisition and betterment of school sites and facilities, including the renovation and improvements; the construction and installation of improvements to mechanical and HVAC systems; remodeling and updates to classroom spaces?”
Nevis Public School, ISD 308
“Shall the school board of Independent School District No. 308 (Nevis Public School) be authorized to issue its general obligation school building bonds in an amount not to exceed $41,550,000 to provide funds for the acquisition and betterment of school sites and facilities, including the construction and equipping of career and technical education (CTE) spaces; the repurposing and remodeling of existing classrooms and spaces for educational needs; the completion of roof replacement, HVAC, electrical and fire alarm improvements; renovations and updates to the administrative office area, including the construction of a secure entrance; improvements to traffic flow and bus drop-off and pick-up locations; the construction and equipping of a new kitchen facility, a new student commons area, fitness center, and an auxiliary gymnasium with storage space; and the construction of an athletic and activities complex including the construction and installation of a football field and track, concessions/restroom facility, grandstand bleachers, press box, team room building, playground and parking area?”
Osakis Public Schools, ISD 213
“Shall the school board of Independent School District No. 213 (Osakis Public Schools) be authorized to issue its general obligation school building bonds in an amount not to exceed $32,600,000 to provide funds for the acquisition and betterment of school sites and facilities, including the construction of secure entrances; renovations and upgrades to the career and technical education classrooms and lab; the construction and equipping of a new auditorium, band room, two-court event gymnasium and walking track; the decommissioning of the existing auditorium and gymnasium; and the construction of parking lot expansions and improvements?”
Pequot Lakes, ISD 186
Approval of School Building Bonds
“Shall the board of Independent School District No. 186 (Pequot Lakes), Minnesota be authorized to issue general obligation school building bonds in an amount not to exceed $55,000,000 for acquisition and betterment of school sites and facilities including, but not limited to, improvements in safety and security, new career, technology, and traces spaces, expansion and remodeling of current student instructional spaces, and various building capital maintenance projects?”
Capital Project Levy Authorization
“The board of Independent School District No. 186 (Pequot Lakes), Minnesota has proposed a capital project levy authorization in the maximum amount of 0.8836% times the net tax capacity of the School District. The proposed capital project levy authorization will raise approximately $600,000 for taxes first levied in 2025, payable in 2026, and would be authorized for ten (10) years. The estimated total cost of the projects to be funded over that time period is approximately $6,000,000. The proposed authorization will provide funds for curriculum and technology. The projects to be funded have received a positive/negative review and comment from the Commissioner of Education. Shall the capital project levy authorization proposed by the board of Independent School District No. 186 (Pequot Lakes), Minnesota be approved?”
Pine River-Backus, ISD 2174
The school board of Independent School District No. 2174 (Pine River-Backus) has proposed a capital project levy authorization of 2.75% times the net tax capacity of the school district. The additional revenue from the proposed authorization will be used to provide funds for the cost of technology-related personnel and training, bus and vehicle fleet replacement, roofing and flooring replacements, HVAC repairs and replacements and acquisition of curriculum, textbooks and materials. The proposed capital project levy authorization will raise approximately $896,000 for taxes payable in 2026, the first year it is to be levied, and would be authorized for ten years. The estimated total cost of the projects to be funded over that time period is approximately $8,960,000. The projects to be funded have received a positive Review and Comment from the Commissioner of Education. Shall the capital project levy authorization proposed by the school board of Independent School District No. 2174 be approved?
Stately Township

St. Cloud Area Schools, ISD 742
“Shall the School Board of Independent School District No. 742 (St. Cloud Area Schools), Minnesota be authorized to issue general obligation school building bonds in an amount not to exceed $50,000,000, for the purpose of providing funds for the acquisition and betterment of school sites and facilities including, but not limited to, the construction of a safe and secure controlled entrance, the construction of a storm shelter in accordance with new building codes, additional fire and life safety updates, expansion of the kitchen and serving area, and renovations to improve career and technical education, music, art and science classrooms at Apollo High School?”
