Duluth looks to housing to revive stagnant, post-COVID downtown

Downtown is seen March 7, in Duluth. The city wants to transform downtown into more of a “neighborhood” with housing, and now there's some momentum. Titanium Partners is spending $6 million to convert the Ordean Building at right into 30 studio and two bedroom apartments.
