Authorities ID woman, 2 children found dead in vehicle in Ramsey park

Authorities are investigating after three people were found dead in Anoka County Monday.

The Anoka County Sheriff’s Office said in a statement that officers responded to a welfare check at Rum River Central Park in Ramsey around 10 a.m.

They found a parked SUV with three people inside. A woman and a girl were both declared dead at the scene. An injured boy was also found inside the car. He was transported to a local hospital, where he later died.

The sheriff’s office on Thursday identified the woman as 33-year-old Jessica Linette Frank, of Monticello, and the children as 9-year-old Solara Frank and 4-year-old Laiken Frank.

Solara was a third grader at Twin Lakes Elementary School in Elk River and her brother Laiken was in Discovery Learning Preschool, an ISD 728 spokesperson confirmed, adding that Jessica was their mother.

The sheriff’s office is investigating, along with the Ramsey Police Department and the Midwest Medical Examiner’s Office. The sheriff’s office said this was an isolated incident, with no known threat to the community.

The causes of death of those involved was not released.

A fundraiser on spotfund mourned “the tragic loss of Solara and Laiken” and raised more than $33,000 for the family as of Thursday morning.
