Oil from the Alberta tar sands could flow through the proposed Enbridge Line 3 pipeline in northern Minnesota, which is currently under review.

As the debate over that pipeline continues, we consider what's happening at the other end of the pipeline.

Tom Weber spoke with Shannon Phillips, the Environment Minister for the provincial government of Alberta, about her government's climate plan which, among other things, caps emissions from those tar sands.
