For some, the protests at the Dakota Access pipeline are winding down, but attempts to leave the camps have been halted by a harsh winter storm.

MPR News reporter Doualy Xaykaothao updated host Tom Weber on the weather as she was stranded in Bismarck, N.D., trying to leave the protest camp near the Standing Rock reservation.

She reviewed the blizzard conditions, some protesters' plans to leave the camp and how some law enforcement officers on the scene are reacting to the Army Corps of Engineers decision to deny a permit for the Dakota Access pipeline.
