Rep. Davids: Dayton health rebate proposal 'could be a start'

Gov. Mark Dayton has proposed a health care cost rebate for people bracing for big insurance spikes next year and said Thursday he would be willing to request a one-month enrollment extension suggested by Republicans.

Under the proposal, the estimated 123,000 people who buy insurance through the individual market and don't qualify for federal health tax credits would get a 25 percent rebate on premiums. Dayton says the rebate can cost no more than the amount of the additional surplus, which is about $313 million.

The proposal is one of several that has been floated as a short-term fix to the rate hikes. It would need to be approved by the Legislature, probably in a special session.

One of the key players in the Legislature on this issue is Rep. Greg Davids, R-Preston, who chairs the House Tax Committee. He spoke with MPR's Cathy Wurzer.
