1. Gov. Mark Dayton's $100 million proposal to reduce racial inequities is being taken seriously by legislators. But that doesn't necessarily mean they'll pass something. (Star Tribune)

5. President Obama is in Cuba today, the first time a president has visited since Calvin Coolidge. So far Obama has been greeted warmly, but the government there arrested a number of dissidents before he arrived on Sunday. (New York Times)
