The Minnesota Bureau of Criminal Apprehension says it's under no obligation to release video related to the fatal shooting of Jamar Clark while its investigation of the incident is underway.

After a Minneapolis police officer fatally Clark, a 24-year-old black man, in November, the BCA said it obtained several videos related to the incident, but none captured the shooting entirely.

The Minneapolis NAACP and the American Civil Liberties Union of Minnesota sued the bureau in early February, claiming the video is public information under Minnesota's open records law.

In a response Monday, the BCA — citing the same law — says it's not, because the video is part of an active criminal investigation.

Some witnesses say Clark was handcuffed when he was shot. A police union official — who was not a witness — said Clark tried to grab an officer's gun.
