Officers in Ramsey shooting named; probe continues

Authorities have identified the man who was fatally shot by police in the city of Ramsey on Thursday as a 21-year old from Michigan. The police involved in the shooting have also been named.
Chaz Michael Havenor, whose last known address was in Marenisco, Michigan, died of gunshot wounds, according to autopsy results issued by the Midwest Medical Examiner. Havenor's Facebook page said he lived in Marquette, Michigan. On Friday night, several friends posted remembrances of him on the social networking site.
Havenor had brushes with the law that stretched back several years. Most recently, he was charged in Minnesota's Carlton County in March with a number of drug-related charges, including possession of a "not small amount of marijuana" and possession of metal knuckles or a switchblade knife. Havenor pleaded guilty to two of those drug charges and was sentenced in May, according to court records.

Havenor was pronounced dead at Mercy Hospital in Coon Rapids. Neither the police nor any children were injured in the incident.
The Minnesota Bureau of Criminal Apprehension has also identified the two Ramsey police officers involved in a fatal shooting on Thursday outside a day care center.
Officer Jerad Dixon has worked with the Ramsey Police Department for nine years. Officer Richard Webb has been with the department for the last seven years. They are on standard administrative leave.

The shooting happened at about 3 p.m. outside the Learning Lodge day care center. Police said the officers approached a suspicious car in the parking lot when one man ran out of the vehicle.
Police said they chased him until he pointed a gun at the officers and they opened fire.
The BCA is investigating the shooting. Agents have finished collecting crime scene evidence and are conducting a forensic analysis, the department said in a statement. They've also conducted interviews with the other two men in the vehicle and both officers involved.
The results of the agency's investigation will be turned over to the Anoka County Attorney's office for consideration.
