MNsure says at least 95 percent of people coming to the health insurance exchange's website are able to create an account, a prerequisite for enrolling in a health plan.
But the problems we're hearing about suggest a higher portion of people are running into difficulty, and that some of those problems stem, not from MNsure's system, but the interaction between MNsure and the user. For example, an older browser may fail to display key information about password requirements, allowing the user to try unacceptable passwords. To the user who can't create an account, the system seems to be malfunctioning. But from MNsure's standpoint, there's no problem because the system is responding as intended to unacceptable passwords.
