Democratic U.S. Rep. Rick Nolan said Wednesday that "heads should roll" over the problem-plagued launch of the federal health care law's website.

Nolan told Steven John of All Things Considered that those responsible for the website, a backbone of the Affordable Care Act, have damaged the health care law's brand.

"It's apparent that there were a number of people knew the site wasn't ready and didn't tell the president," Nolan said. "There were people who should have known they had to do further testing, and didn't do it."

Republicans have called for the firing of Health and Human Services Secretary Kathleen Sebelius. Nolan said he wasn't placing any limit on who should be held responsible.

"The president needs to bring in a team that knows what they're doing, get this thing fixed and give us a time certain when this thing is going to be ready," Nolan said.

The Department of Health and Human Services announced Tuesday that they're planning a "tech surge" to address problems with the website.
