In Washington, the Senate last week averted a rules change that would have limited the Republicans' filibuster powers to hold up presidential appointments. Meanwhile, Republican Sen. John McCain announced that he would impose a hold on the nomination of Gen. Martin E. Dempsey to another term as chairman of the Joint Chiefs of Staff.
