-- Bob McMaster, the University of Minnesota's dean of undergraduate education, to the Board of Regents on why a committee decided to suggest the U's undergraduate enrollment increase only moderately and not go past 33,000 students for now.

Among other things, the report also recommends admitting fewer transfer students as well as scrutinizing more closely the graduate programs at the U.
