Nathaniel Khaliq, president of the St. Paul NAACP, stands on the frontage road along I-94 in St. Paul, where he used to live in the old Rondo neighborhood. Khaliq's family was among the 650 families displaced during the construction of I-94 in the 1950s and 1960s.
