An appeals court has upheld a $140,000 fine against an Inver Grove Heights charter school for employing unlicensed teachers.
State Education Commissioner Alice Seagren determined in November that Tarek ibn Ziyad Academy employed eight teachers with invalid licenses or permits. The school appealed the decision.
The St. Paul Pioneer Press says the school is also defending itself in a federal lawsuit. The American Civil Liberties Union of Minnesota alleges the public charter promotes religion during the school day.
