Harley Swarm filed paperwork to set up a campaign committee for governor. Swarm is a member of the Constitution Party and said he'll gather signatures to get on the November ballot.
Swarm says on his campaign website that he wants an across the board income tax of two percent and a business tax of three percent. He also wants to reduce the state budget by 25 percent in four years and 40 percent by 2018. He doesn't explain where the cuts would come from. He also wants to create a five year cap on how long people can collect welfare. Swarm said he would redirect 25 percent of his salary as governor back to the general fund and supports pulling the state out of the federal No Child Left Behind law.
Swarm also said he supports abolishing the Federal Reserve and the IRS and wants to , repeal the 16th and 17th Amendments.
