A Wisconsin woman is accused of stealing from fellow Hmong families by inventing fake aid programs that required enrollment payments.
Prosecutors in La Crosse County say 26-year-old Sue Moua of Onalaska told her victims there were wealthy American sponsors who wanted to help struggling Asian families.
A criminal complaint says Moua solicited tens of thousands of dollars from people beginning in 2007 to enroll them in the fake programs.
Moua told victims she arranged meetings with sponsors, usually in Hastings, Minn., but prosecutors say the addresses she provided were bogus.
Moua is charged with seven counts of felony theft by misrepresentation as well as one count of misdemeanor theft.
