A federal judge has struck down a St. Paul ordinance that banned extensions on all billboards.
Extensions are graphics or words that extend beyond the sides of a billboard. Clear Channel Communications sued the city, saying the ordinance was unreasonable and arbitrary.
The court agreed and said the ordinance was unenforceable because the city council never outlined its reasons for a ban on billboard extensions.
