Rochester Public Schools will finalize roughly $9 million in budget cuts Tuesday night.
School board vice chair Cris Fischer said the biggest change will be an increase in class size in kindergarten through 6th grade.
"It's really important in this one for people to know that this is based on the target number of kids the district would like to see in a classroom. In kindergarten we would like to see 17, so now it would be 20," Fischer said.
The district will also cut some English language learning instructors. Maintenance and administration will also be cut significantly.
Teachers will vote on whether to return a portion of their staff development dollars to the general fund. If they don't, the district will need to find another $1 million worth of cuts.
The district is also raising fees on things like student parking and athletics.
