Minnesota lawmakers are facing tough task: balance the state's budget in the face of a projected $4.8 billion deficit. Both DFL legislative leaders and the governor have mentioned using a technique called zero-based budgeting to help close the gap. MPR's Cathy Wurzer spoke with DFL Representative Lyndon Carlson, chair of the House Finance Committee, about zero-based budgeting and how it would work.
