The court-ordered reform process within the city of Minneapolis and its police department has reached a new phase. In 2022, two years after George Floyd’s murder, the Minnesota Department of Human Rights found that the city of Minneapolis and the Minneapolis police department 

 of racial discrimination. It led to a court-ordered agreement that is being overseen by Effective Law Enforcement for All, an independent monitor.  

That monitor, in its latest progress report released Tuesday, gives the Minneapolis Police Department largely positive reviews and says the department has made significant strides in  implementing the agreement.

From October through March, the Office of Police Conduct Review has caught up on its backlogged complaints, and Internal Affairs has made similar progress.

At a news conference Tuesday, Chief Brian O'Hara acknowledged that the independent monitor found that many rank and file officers are frustrated with policy changes and want more clarity from leaders. 

“I think from a cop’s perspective, they are worried about ‘what does this mean for me?’ And a lot of the time over the first year here is developing policies, and initially developing trainings.”

The report also found many officers don’t trust the forthcoming early intervention system. The 

 it’s meant to help those who are struggling and is not part of the discipline process.

Minnesota Human Rights commissioner Rebecca Lucero joined Minnesota Now to explain where things stand with the settlement agreement one year in.
